A rebar coupler RFQ checklist should define the reinforcing bars, the approved splice system and the required evidence before asking for a unit price. Two quotations for the same nominal bar diameter can include very different preparation, inspection and delivery scopes. A useful inquiry makes those differences visible before the purchase order is issued.

Attach the project bar schedule or an extract with a drawing revision. Identify both bar ends, including the bar standard, grade, nominal size and coating. Separate equal-size connections from transitions and identify quantities for each combination. State the units explicitly rather than expecting the supplier to convert between bar numbers and metric designations. If the schedule is provisional, mark the quantities as estimates and identify when the final release is expected. This lets the supplier explain which assumptions affect price and availability.
Describe how the connection will be assembled
Tell the supplier whether either bar can rotate and whether bars are already fixed in a cage. Provide a sketch where the connection is close to a wall, formwork or another splice. Ask the supplier to identify the report, tested configuration and any limitations. List the documents that must be submitted for technical review before production and distinguish them from routine shipment paperwork. If approval has not been obtained, request a technical proposal rather than describing the order as approved.
Make the commercial scope explicit
Ask whether the price includes bar-end preparation, protective caps, gauges, installation tools, training, inspection and shipment packing. Specify the delivery location, requested schedule and the party responsible for transport. Compare currency, payment terms and quotation validity on the same basis. A lower sleeve price may exclude work that another quotation includes. Record those exclusions in a comparison sheet and ask for written clarification before selecting a supplier. Do not replace missing technical information with an assumed standard product.
